Actually, we found out the name off the singer...her name is Laura Jones. Unfortunately, still doesn't help much, since that's such a common name and she is likely a little known independent singer. I did some searches on the internet and found at least 5 female singers with that name and who fit the profile (active in the 1990s, songwriter as well as singer, etc.)
